Especially small and medium enterprises normally do not have large and specialized administrative capacities. That is precisely the reason why it is essential to keep administrative requirements to a minimum. For example, in a number of EU Member States, including the Netherlands, Belgium, Italy and Hungary, contracting authorities are not – or will not in the future be – allowed to request participants in public tenders to provide facts or data, which the contracting authority can verify easily and free of charge in an authenticated, electronically accessible database (e.g. company data).
