Ladies and Gentlemen,

On behalf of the Federal Government of Germany, Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is active in the development of German-Georgian cooperation.

We intend to award a contract to a locally registered company for the following services:

Prepare and conduct the socio-cultural study with the beneficiaries of the ECO.Georgia project, component 3

Please see the attached Terms of Reference (Annex 1) for detailed information.

Should you be interested in implementing the tasks according the Terms of Reference (Annex 1), we request you to submit a bid via email to arrive at the GIZ no later than 13.05.2025 23:59 o’clock. Please address your bid exclusively to the following E-mail: ge_quotation@giz.de

The offer shall be submitted in English. Offers submitted after the submission deadline will not be considered. Bids must be submitted in GEL (national currency), bids in other currencies will not be accepted.

Please consider that, since May 2013 according to the Art. 172, para. 5 of the Tax Code of Georgia GIZ enjoys tax exemption. (VAT, excise duty, import tax). Thus, the offered price should not include the given taxes and this should be indicated in the offer.

Impact Indicator 2 – Beneficiary Definition: Could you please clarify whether the term "forest-dependent households targeted by the project" refers strictly to households as a unit or to individual beneficiaries within those households? 2. Baseline Study: Was a baseline study conducted for Component 3? If yes: a) Did it include data collection for Impact Indicator 2, Outcome Indicator 1.2, and Outcome Indicator 1.3? b) What was the average duration of the quantitative interviews during the baseline? 3. Municipality-Level Data for Sampling: To develop representative sampling for the qualitative component, could you provide the approximate number of beneficiaries per municipality? 4. Specific Target Locations: Within the 8 target municipalities, are there specific villages or administrative units that are prioritized or pre-identified for study implementation? This will assist with logistical planning and cost estimation. 5. Budget Flexibility: Are bidders allowed to propose additional budget lines beyond those specified in the sample budget (e.g. additional logistics, translation, or administrative costs), if clearly justified? If yes: - baseline survey was conducted only for the Outcome indicator 1.3 a) Did it include data collection for Impact Indicator 2, Outcome Indicator 1.2, and Outcome Indicator 1.3? - only for the Outcome indicator 1.3 b) What was the average duration of the quantitative interviews during the baseline? – 10-15 minutes per interviewee 3. Municipality-Level Data for Sampling: To develop representative sampling for the qualitative component, could you provide the approximate number of beneficiaries per municipality? - approximately 50 per municipality 4. Specific Target Locations: Within the 8 target municipalities, are there specific villages or administrative units that are prioritized or pre-identified for study implementation? This will assist with logistical planning and cost estimation. – we do not have data on exact locations for all the beneficiairies (to be specified during the planning stage of the study, with the support of the project team), however we assume on average 4 locations per municipality should be sufficient to cover all. 5. Budget Flexibility: Are bidders allowed to propose additional budget lines beyond those specified in the sample budget (e.g. additional logistics, translation, or administrative costs), if clearly justified? – please, see the Annex 3 - General Terms and Conditions. შემსყიდველი:		Such a situation may lead to a conflict of interest, as the expert could gain access to confidential information from different parties, which may compromise the impartiality of the process. Therefore, it is recommended that an expert should not be involved in multiple consortia simultaneously to ensure the integrity and fairness of the tender procedure.
